What is Pre-Registration?

Pre-Registration is a transitional regime for existing (i.e., "phase-in") substances that are listed in the European Inventory of Existing Chemical Substances (EINECS) or satisfy conditions as a No-Longer Polymer (NLP). The main purpose of pre-registration is to place potential registrants into a Substance Information Exchange Forum (SIEF) to share data and agree on classification and labeling. Pre-registration is not an obligation to register.
Companies who pre-registered phase-in substances between 1 June and 1 December 2008 benefit from extended registration deadlines depending on the tonnage band and hazardous properties of the pre-registered substance. 2 of the registration deadlines have now passed and many chemicals have already been successfully REACH registered.

  • 30 November 2010 for substances manufactured or imported in quantities of 1000 metric tons or more per year; substances classified as R50/53 (very toxic to aquatic organisms, may cause long-term adverse effects in the aquatic environment) greater than 100 metric tons per year; and Category 1 or 2 CMRs greater than 1 metric ton per year.
  • 31 May 2013 for substances manufactured or imported in quantities greater than 100 metric tons per year.
  • 31 May 2018 for substances manufactured or imported in quantities greater than 1 metric ton per year.

Pre-registration is free and consists of submitting basic information to ECHA including:
  • Substance name
  • EINECS or NLP number
  • Expected deadline for registration (2010, 2013, or 2018)
  • Annual tonnage band (1-10 tons, 10-100 tons, 100-1000 tons, >1000 tons)
  • Name and contact information of the person who will participate in the SIEF

If a company imports a non CMR material in quantities of more than 1T for the first time prior to 31 May 2017 then they may submit a late pre-registration to benefit from the extended REACH deadline.

Non-phase-in substances (new substances) must be registered prior to being manufactured in or imported into the EU above 1000kg/annum.
